The Certain University Laws Ordinance amended thirteen university Acts through named statutory substitutions. This article records the names written into the 2025 text and the instrument’s later official repeal status, without treating the historical Ordinance as a statement of current institutional law.
A multi-statute amendment
Ordinance No. 05 of 2025 came into force immediately on 12 February 2025. Rather than amend one university Act, the instrument set out consecutive amendments to thirteen Acts. In each instance, it addressed the relevant statutory name and English title provision, and it included a transition clause for referenced instruments and documents. This is why a historical citation should identify not just the Ordinance but the individual university Act and section being considered.
The names specified in the 2025 text
The official text substituted the following names: Gazipur Agricultural University; Gopalganj Science and Technology University; Bangladesh Maritime University; Gazipur Digital University; Jamalpur Science and Technology University; Netrokona University; Aviation and Aerospace University, Bangladesh; Kishoreganj University; Pirojpur Science and Technology University; Meherpur University; Naogaon University; Shariatpur Agricultural University; and Narayanganj Science and Technology University. The list belongs to the historical 2025 instrument and should be read with its individual section-by-section wording.
The scope of the statutory substitutions
Sections 2 to 14 each paired a broad replacement of the stated university name in the underlying Act with a replacement in the specified English-title provision. The Aviation and Aerospace University amendment contains additional tailoring: the broad Bangla-name substitution was expressed subject to an exception for section 73, and the Ordinance also changed a name reference in section 28(1)(d). These details illustrate why a general description of “renaming universities” should not be used in place of the relevant provision.
Status after the 2026 repeal
The official portal states that the 2025 Ordinance was repealed by the Certain University Laws (Amendment) Act, 2026, Act No. 79 of 2026. The repeal notice establishes the status of the 2025 instrument. It does not, by itself, establish what the 2026 Act says about every university name or document. Current institutional questions require the governing materials now in force.
How to use a historical instrument responsibly
First fix the relevant date and issue. Next identify the exact provision and version of the source being cited. Finally keep the historical text separate from the current legal framework, including any current legislation, rules, notifications or other materials that may govern a live matter. The 2025 instrument can be useful evidence of a historic legislative position; it is not a substitute for a current-law review.
