The 2025 amendment Ordinance made a short series of specified deletions in the Sheikh Russel Palli Unnayan Academy, Rangpur Act, 2023. It is a useful example of text-level statutory amendment: the long title and identified provisions are changed by the removal of particular words.
The source and its temporal limits
The official record identifies this instrument as Ordinance No. 06 of 2025 and states that it came into force immediately on 24 February 2025. It amended the Sheikh Russel Palli Unnayan Academy, Rangpur Act, 2023, Act No. 23 of 2023. Its method was not to introduce a new standalone institutional statute. Instead, it directed the deletion of specified words from the underlying Act’s long title and identified sections.
Long title, short title and establishment text
Section 2 of the Ordinance deleted the words “Sheikh Russel” from the long title of the 2023 Act. Section 3 deleted those words from section 1(1), which is the short-title provision. Section 4 deleted the same words from section 3(1). The historical drafting point is straightforward but important: each amendment identifies a particular place in the underlying Act. A reader should cite the operative amendment and not paraphrase a new institutional title that the Ordinance does not itself set out in full.
The section 7 amendments
Section 5 of the Ordinance addressed section 7(1) of the 2023 Act. It deleted the words “Sheikh Hasina” from one identified clause and the words “Sheikh Russel” from another identified clause. The official source is the controlling reference for the Bangla clause labels and language. This provision is separate from the long-title and short-title changes and should be read in the structure of the underlying statute.
Repeal-aware reading
The official legislation portal states that the 2025 Ordinance was repealed by the Sheikh Russel Palli Unnayan Academy, Rangpur (Amendment) Act, 2026, Act No. 22 of 2026. The 2025 provisions remain a historical legal record. The repeal notice is not a substitute for the 2026 Act or current institutional materials when a present-day answer is needed.
How to use a historical instrument responsibly
First fix the relevant date and issue. Next identify the exact provision and version of the source being cited. Finally keep the historical text separate from the current legal framework, including any current legislation, rules, notifications or other materials that may govern a live matter. The 2025 instrument can be useful evidence of a historic legislative position; it is not a substitute for a current-law review.
