Questions about NGO registration in Bangladesh in connection with voluntary activities financed with foreign donations begin with the legal materials governing that framework. The official record comprises the Foreign Donations (Voluntary Activities) Regulation Act, 2016, the Foreign Donations (Voluntary Activities) Regulation (Amendment) Act, 2026, and the Foreign Donations (Voluntary Activities) Regulation Rules, 2026. NGO Affairs Bureau (NGOAB) materials provide public access to the Rules and to e-service instruction pages. [1] [2] [3] [4] [5]

Why the record matters

Taken together, these sources identify the statutory framework, its 2026 legislative changes, the Gazette record for the Rules and the regulator’s public web materials. They perform different functions: statutory text and Rules establish the legal record, while regulator web pages identify available documents and interfaces. That distinction matters where registration, project approval or a particular factual arrangement is in question.

The current official legal record

The Bangladesh Laws record identifies the Foreign Donations (Voluntary Activities) Regulation Act, 2016 as Act No. XLIII of 2016, dated 13 October 2016. Its commencement note records 6 November 2016. The same official record defines the statutory “Bureau” as the NGO Affairs Bureau. 1

The Bangladesh Laws record also identifies the Foreign Donations (Voluntary Activities) Regulation (Amendment) Act, 2026 as Act No. 54 of 2026, dated 10 April 2026, and states that it is deemed effective from 11 December 2025. The amending Act replaces, among other provisions, sections 3, 4, 6 and 8 of the 2016 Act and inserts section 8A. 2

The Government Press extraordinary Gazette index records S.R.O. No. 47-Law/2026, titled the Foreign Donations (Voluntary Activities) Regulation Rules, 2026, dated 9 February 2026 and issued through the Chief Adviser’s Office. The index records pages 12481–12556. NGOAB also publicly hosts a document under the corresponding Rules title; the page displays a content-update date of 10 February 2026. 3

Registration and project approval

The 2026 amending Act separately replaces section 3 and section 6 of the 2016 Act. At this high level, the statutory text treats organisational registration in connection with voluntary activities using foreign donations as one subject and project approval and foreign donations as another. 2

The distinction assists in reading the official materials. It does not establish a universal sequence or determine the application of an exception, notification, threshold, institutional-support arrangement, approval, exemption or entitlement. Those questions turn on the operative text, the Rules and the relevant facts.

NGOAB web materials

NGOAB’s Rules page evidences that the regulator publicly hosts a document bearing the 2026 Rules title. It is a regulator-hosted location for that document rather than an interpretation of every rule. 4

At the access date, the NGOAB e-service site displayed separate pages headed Registration Application Instructions and Renewal Application Instructions, alongside an Other Instructions page. 5 7 These pages evidence the public availability of regulator web materials. They do not, on their own, establish a complete or universally applicable procedure, a current form version, a fee, a document list, a deadline, a validity period, an approval standard or an outcome.

The Act record and the 2026 amending Act are the primary statutory texts. The extraordinary Gazette index records publication of the 2026 Rules. NGOAB’s Rules page and e-service pages are regulator materials that assist in locating public documents and interfaces. 1 3 5 7

Reading the framework in context

The materials do not determine whether a particular entity, person, donor, activity, funding arrangement or project falls within a provision. Nor do they resolve how a current legal text and an administrative interface apply to a particular matter.

The official materials cited below were accessed on 21 September 2026. The 2016 Act is cited as a current official legal record alongside the 2026 amendment, rather than as a stand-alone historic statement of the framework. The Gazette index and NGOAB pages are cited for the propositions identified above.
