International Hiring and Global Expansion
TRW advises on international hiring in both directions: foreign companies building teams in Bangladesh, and Bangladeshi companies hiring abroad. Through our offices in London, Dubai, Singapore, Mumbai and Bengaluru, we handle entity or employer of record decisions, visa sponsorship, relocation and market entry.

International hiring advice for companies in and out of Bangladesh
International hiring has become routine for businesses of every size, but the legal questions behind it remain complex. A foreign company hiring its first engineer in Dhaka, a Bangladeshi garment group appointing a sales director in London, and a Bangladeshi technology company opening a team in Bengaluru all face the same core decisions: who will employ the person, under which law, how they will be paid and taxed, what visa or permit they need and how the arrangement can grow. TRW is headquartered in Dhaka, and our private client and employment practice answers these questions.
For foreign companies coming to Bangladesh, the first decision is usually between three routes: engaging contractors, using an employer of record, or setting up a subsidiary or branch. TRW offers all three, acting as employer of record in Bangladesh where you have no entity, as agent of record for contractors, and as corporate counsel when you are ready to incorporate. Since 23 August 2026, investment registration and most work permits outside the export zones sit with Invest Bangladesh, while BEPZA remains responsible for export processing zones. We explain which route fits your timeline, budget before international hiring begins.
International hiring by Bangladeshi companies raises the reverse questions. Can a Bangladeshi company employ someone directly in the UK, the UAE, Singapore or India, or does it need a local entity? What does the target country require for sponsorship of a work visa, payroll registration and employment contracts? How can the company send funds abroad for salaries or an overseas office when outward remittances and overseas investment are regulated by Bangladesh Bank? We work through our offices in London, Dubai, Singapore, Mumbai and Bengaluru, and with counsel in other markets, to give answers that work at both ends.
Visa sponsorship and relocation are often where international hiring plans meet reality. Each country has its own system: sponsor licences and skilled worker routes in the UK, employer-sponsored residence visas in the UAE, employment passes in Singapore, employment visas in India, and work permits and visas in Bangladesh. Timelines, salary thresholds and documentary requirements change frequently. We coordinate the employer's obligations, the employee's application, family visas and practical relocation steps, and we work closely with our global mobility and business immigration team on complex cases, compliance audits and renewals over time. Good international hiring plans allow time for this.
Every international hiring decision has tax and compliance consequences. Employees who conclude contracts or run a business line in another country may create a permanent establishment for their employer there. Payroll, social contribution and reporting duties apply where the work is done. Data protection laws, including the Personal Data Protection Act 2026 in Bangladesh, affect how employee information is shared across borders. We map these issues at the start and plan the move from a first hire to a local entity, so international hiring stays compliant. Our dispute resolution lawyers support clients if disputes follow.

Hiring in Bangladesh
We help foreign companies hire employees and contractors in Bangladesh through the route that fits: TRW as employer of record, TRW as agent of record for contractors, or a new subsidiary or branch. We handle contracts, payroll, tax and benefits under Bangladesh law, and we plan how the arrangement will change as your team grows, so early choices do not create problems later. International hiring starts here for many clients.
Hiring abroad for Bangladeshi companies
We advise Bangladeshi businesses on employing people in the UK, the UAE, Singapore, India and other markets. That includes choosing between a local entity, a branch, a local employer of record provider or a contractor model, drafting compliant contracts and setting up local payroll. Our offices and network counsel apply local law, while our Dhaka team handles the Bangladesh side of each arrangement. Each contract should state which entity employs the person and which law governs, so obligations are clear on both sides.
Entity or employer of record decisions
We compare setting up an entity with using an employer of record, looking at speed, cost, tax and permanent establishment exposure, licensing needs, local contracting and exit. The answer often changes as the business grows. We give a clear recommendation for your current stage and a plan for moving from one model to the other without losing employees, service history or accrued benefits during international hiring.
Visa sponsorship and relocation
We prepare and manage employer sponsorship, work visas and permits for staff moving to or from Bangladesh, including dependants' visas. Through our offices in London, Dubai, Singapore, Mumbai and Bengaluru, we coordinate local filings, document checks and relocation logistics. We also plan for renewals, changes of role, tax registration and exit formalities, so assignments start and end without compliance gaps. International hiring moves faster with this preparation.
Market entry and expansion structuring
When a hire is the first step into a new market, we look at the wider structure: whether to register a branch, liaison office or subsidiary, how to fund it, which licences are needed and how intercompany arrangements should be documented. For Bangladeshi companies, we advise on the Bangladesh Bank approvals needed for overseas investment and the outward remittance of funds. Each step then follows a clear plan.
Cross-border employment compliance
We help clients run compliant international teams over time. That includes harmonising contracts and policies across countries, managing payroll and tax across jurisdictions, handling transfers and secondments, addressing data protection for employee information, and planning terminations under the law of each country. We also review existing arrangements for misclassification, permanent establishment and immigration compliance risks before they become disputes. Keep each country's contracts, permits and payroll filings in one register, so renewals and changes are tracked centrally.

Meet the firm →01What is the fastest lawful route for international hiring of our first employee in Bangladesh if we have no entity?
For most foreign companies without a local entity, an employer of record is the fastest lawful route. TRW becomes the legal employer, issues a Bangladesh-law contract and runs payroll, tax and benefits, while you direct the work. Setting up a subsidiary or branch takes longer, because it involves incorporation, registration, bank accounts and tax and labour registrations. Hiring the person directly as a contractor can be quick, but carries misclassification risk if the role is really employment. We help you choose an international hiring route based on the role, the expected size of the team and your longer-term plans.
02Can a Bangladeshi company employ staff in the UK, UAE or Singapore without setting up an entity there first?
Sometimes, but it depends on the country and the role. In many markets a foreign company can register as an employer for payroll purposes without a local subsidiary, while in others local presence is needed for visas, licences or practical banking reasons. Sponsoring a foreign national for a work visa usually requires a local sponsoring entity or a licensed sponsor. Local employer of record providers are an alternative in some cases. Through our offices in London, Dubai and Singapore, we explain the options for each market and the Bangladesh rules on funding salaries abroad.
03How do Bangladesh Bank foreign exchange rules affect international hiring by Bangladeshi companies paying staff abroad?
Sending money out of Bangladesh is regulated. Paying salaries or fees to people abroad, funding an overseas branch or investing in an overseas subsidiary each involves outward remittance rules, and overseas investment generally needs prior approval from Bangladesh Bank. Authorised dealer banks ask for supporting documents and apply the current foreign exchange framework. Some export-oriented businesses may use retained foreign currency within set limits. We plan payment and investment structures with these rules in mind, so overseas hires are paid on time and the company stays compliant at home.
04Do our employees create a permanent establishment for our company when we carry out international hiring abroad?
They can. If an employee abroad habitually negotiates or concludes contracts for your company, or works from a fixed place of business that is at your disposal, the tax authority in that country may treat your company as having a taxable presence there. Remote employees doing purely internal support work usually carry lower risk than sales staff with signing authority. The relevant tax treaty, local law and the facts of the role all matter. We assess the risk before hiring and recommend controls such as limits on authority, clear job descriptions and, where appropriate, a local entity.
05How does TRW support visa sponsorship, work permits and relocation for international hiring?
We handle employer sponsorship, work visa and permit applications, dependants' visas and practical relocation steps for staff moving into or out of Bangladesh. For moves to the UK, UAE, Singapore and India, our offices in London, Dubai, Singapore, Mumbai and Bengaluru coordinate local requirements, while our Dhaka team manages documents, police clearances and tax steps on the Bangladesh side. For expatriates coming to Bangladesh, we manage work permits through Invest Bangladesh or BEPZA, visa conversions, tax registration and renewals throughout the assignment. International hiring then becomes a coordinated process rather than a series of separate filings.
06Which law governs an employee who works in one country for a company that is based in another, such as Bangladesh?
As a general rule, mandatory employment protections of the country where the employee habitually works will apply, whatever law the contract chooses. A Bangladeshi company employing someone in London will need to comply with UK employment law, and a foreign company employing someone in Dhaka must comply with the Bangladesh Labour Act 2006 as amended. The contract can choose a governing law for some matters, but it cannot remove local statutory rights. We draft contracts that respect both systems and explain where local rules will always take priority. This matters in every cross-border hiring decision.
07When should a growing international hiring programme move from an employer of record to its own entity?
There is no fixed threshold. Common triggers are a growing headcount, the need to sign local customer contracts, licensing or tender requirements, banking needs, or tax advice that a local entity would be more efficient or reduce permanent establishment risk. In Bangladesh, the cost of incorporation, audit and ongoing compliance becomes easier to justify as the team grows. We model the options, plan incorporation and registration, and transfer employees with their service history and accrued benefits protected, so the international hiring programme continues without disruption. Some clients keep both models running for different markets.
08How do you coordinate international hiring across several countries at once for one group?
We act as a single point of coordination. Our Dhaka team works with our offices in London, Dubai, Singapore, Mumbai and Bengaluru, and with counsel we work with in other markets, to prepare a country-by-country plan covering employment structure, contracts, payroll, tax, immigration and data transfer. We keep documents consistent where possible and local where necessary. Clients receive one plan, one timetable and clear responsibilities, rather than separate advice that has to be reconciled internally by the client's own legal, HR and finance teams. Progress is reported against the plan. Changes are communicated to everyone promptly.
