Questions to test before a
project decision
A storage or charging proposal may require separate consideration of the available approval route, electricity connection, site arrangements, technical documentation and contractual allocation. The questions below are deliberately limited to battery storage and EV charging projects; broader power, construction, transport, environmental, property or trade questions should be separately scoped where relevant.
Is the proposed asset on the EV-charging approval and connection pathway?
For a charging-station configuration, the 2022 Electric Vehicle Charging Guideline describes an authority application through Form 1, followed after installation approval by an electricity-connection application to the relevant distribution licensee through Form 2. The current authority, forms, requirements and applicability should be confirmed for the particular configuration; this description is not a complete route for every BESS, charger, site or future regulatory setting.What is the connection and charging-commercial model?
The connection point, requested load, distribution-utility interface, metering assumptions and proposed operator role may need to be mapped before commercial commitments are made. The Guideline distinguishes a BERC-determined electricity tariff from a service charge and states that a charging point operator may not change the tariff; no current rate, fee ceiling, margin or connection charge is stated here.Can BESS, site and cross-border contract risks be allocated coherently?
The site rights, technical-evidence delivery, warranty, maintenance, emergency information, decommissioning and governing-law provisions may need to operate together for the actual BESS or charging project. A Power Grid Bangladesh project page, last updated on 2 July 2025, lists a Grid-Scale Battery Energy Storage System Piloting Project, states 120 MW/60 MWh at Ishwardi and 40 MW/20 MWh at Bhulta, and records that a feasibility study was ongoing. This dated planning record does not establish approval, finance, construction, operation, completion or a generally applicable BESS rule.
