Do BSEC’s debt-security rules address asset-backed securities or sukuk?
BSEC states that its Debt Securities Rules, 2021 apply to debt securities, Islamic Shari’ah-based securities including sukuk, and asset-backed securities through the stated offer routes. BSEC’s Public Issue Rules state that an issue manager seeking to issue asset-backed securities through public offer must apply under those rules after complying with the relevant 2004 asset-backed-securities rules.
