Questions to test before a
project decision

A storage or charging proposal may require separate consideration of the available approval route, electricity connection, site arrangements, technical documentation and contractual allocation. The questions below are deliberately limited to battery storage and EV charging projects; broader power, construction, transport, environmental, property or trade questions should be separately scoped where relevant.

01

Is the proposed asset on the EV-charging approval and connection pathway?

For a charging-station configuration, the 2022 Electric Vehicle Charging Guideline describes an authority application through Form 1, followed after installation approval by an electricity-connection application to the relevant distribution licensee through Form 2. The current authority, forms, requirements and applicability should be confirmed for the particular configuration; this description is not a complete route for every BESS, charger, site or future regulatory setting.
02

What is the connection and charging-commercial model?

The connection point, requested load, distribution-utility interface, metering assumptions and proposed operator role may need to be mapped before commercial commitments are made. The Guideline distinguishes a BERC-determined electricity tariff from a service charge and states that a charging point operator may not change the tariff; no current rate, fee ceiling, margin or connection charge is stated here.
03

Can BESS, site and cross-border contract risks be allocated coherently?

The site rights, technical-evidence delivery, warranty, maintenance, emergency information, decommissioning and governing-law provisions may need to operate together for the actual BESS or charging project. International materials can inform a diligence question, but they do not establish Bangladesh requirements or replace an engineering or safety assessment.

A focused conversation

Focused project
interfaces

The following are bounded, project-specific areas that may require assessment. They are not a general power-development, renewable-energy, construction, public-private partnership, transport-regulation, real-estate, customs, tax or environmental-compliance offering.

1 · Potential question

Project pathway and authority-interface mapping

A proposed BESS or charging configuration may be mapped against the available Bangladesh legal and guidance framework to identify information gaps and sequence project decisions. This does not assume an approval or extend to general power development.
2 · Potential question

EV charging approval and connection documentation

For a charging-station proposal, the contemplated authority application and distribution-licensee connection documentation route described in the Guideline may be reviewed against the then-current forms and requirements. Historic materials should not be treated as conclusive.
3 · Potential question

Storage and charging-site arrangements

Project documents may need to address site access, equipment location, cable routes, utility interfaces, maintenance access, removal and reinstatement. This remains distinct from general acquisition, conveyancing, title diligence and land disputes.
4 · Potential question

Charging-point operating model and commercial documents

The charging point operator role, operator and site-owner arrangements, service terms, electricity and service-charge responsibilities, and record-keeping provisions may need to be aligned with the proposed operating model. No current tariff or charge is asserted.
5 · Potential question

Equipment, evidence and safety-documentation matrix

Project materials may allocate responsibility for manuals, standards evidence, inspection and acceptance inputs, warranties, emergency information and change-control records. This is not engineering design, testing, certification or a safety sign-off.
6 · Potential question

Environmental and incident-readiness interface

Project facts may warrant consideration of environmental classification or clearance, battery handling, site emergency information and end-of-life arrangements. The applicable position depends on the activity and site; no blanket environmental conclusion is made.
7 · Potential question

Cross-border storage or charging supply arrangements

Project-specific supply, warranty, governing-law, dispute-resolution and local-compliance allocation issues may arise between Bangladesh and foreign counterparties. This does not cover general customs, VAT, sanctions or trade compliance.

SREDA — Checklist for EV Charging Station Technical-Certification Application

EV charging technical-certification checklist

SREDA hosts a page titled Checklist for EV Charging Station Application, described as a technical-certification application checklist and showing downloadable documents. The page was recorded as updated on 16 February 2026. A hosted checklist is not, by itself, legislation or a complete approval regime; the live page, documents and applicable authority requirements should be checked before reliance.Read source
Power Grid Bangladesh — Grid-Scale Battery Energy Storage System (BESS) Piloting Project

Grid-scale BESS feasibility context

A Power Grid Bangladesh project page, last updated on 2 July 2025, lists a Grid-Scale Battery Energy Storage System Piloting Project, states 120 MW/60 MWh at Ishwardi and 40 MW/20 MWh at Bhulta, and records that a feasibility study was ongoing. This dated planning record does not establish approval, finance, construction, operation, completion or a generally applicable BESS rule. Its current status and figures should be independently checked.Read source
Department of Environment — Environmental Conservation Rules, 2023

Environmental clearance resource

The Department of Environment publishes the Environmental Conservation Rules, 2023 and an online clearance application route. Those public resources support a site- and activity-specific environmental interface question only; they do not establish that a particular BESS or EV-charging project needs a particular clearance, classification, assessment, form or renewal.Read source

Questions, not prescriptions

What may
matter.

These answers are general information. The applicable route always depends on the facts, documents and current legal position.

Does Bangladesh’s EV Charging Guideline describe an approval and electricity-connection sequence?
Yes. The 2022 Guideline states that a person or organisation wishing to establish a charging station applies to the authority through Form 1 with the Annex 3 documents and, after approval to install, applies to the relevant electricity distribution licensee for connection through Form 2 with the Annex 2 documents. The current authority, forms, requirements and applicability should be confirmed for the specific configuration; the description should not be treated as a universal current conclusion or a BESS approval route.
Does the Guideline itself provide a current EV-charging price or tariff?
No current price is stated on this page. The Guideline defines an EV-charging electricity tariff as a tariff determined by BERC, states that a charging point operator cannot change it, and distinguishes a service charge. The BERC retail order opened during research is dated 2017, so it is not suitable evidence of a current tariff, service charge, rate or cap. The operative position should be checked from the then-current primary source.
Is there published Bangladesh public context for grid-scale BESS?
Yes. A Power Grid Bangladesh page last updated on 2 July 2025 lists a Grid-Scale Battery Energy Storage System Piloting Project, describes 120 MW/60 MWh at Ishwardi and 40 MW/20 MWh at Bhulta, and records that a feasibility study was ongoing. This is dated public planning context only; it is not evidence of final approval, construction, commissioning, a generally applicable BESS rule or the current status of the project.

decision

If you are considering a Bangladesh battery-storage or EV-charging project, you may send a non-confidential outline of the project type, proposed site status, connection question, decision stage and jurisdictions involved. Please do not send designs, site plans, bid materials, commercial terms, personal data, privileged information or time-sensitive documents through an initial web enquiry.

Legal information only. This page provides general, high-level information on legal and project-interface questions that may arise in connection with battery energy storage systems and EV charging infrastructure with a Bangladesh connection. It is not a tailored legal assessment, engineering opinion, safety certification, environmental assessment, tariff determination, customs or tax classification, regulatory approval opinion, or a substitute for assessment of the actual project facts. Laws, regulatory materials, official forms, tariffs, technical standards, authority practices, utility requirements and project circumstances can change. Whether an approval, clearance, connection, licence, standard, tariff, site right, environmental step or other item applies may depend on the asset, capacity, location, electrical arrangement, equipment, operating model, counterparties and timing. No text on this page establishes a universal or current requirement without checking the then-applicable primary source and undertaking a fact-specific assessment. References to international standards or institutional publications are contextual only. They do not establish compliance in Bangladesh, replace technical or safety review, or determine contractual responsibility. Cross-border elements may require assessment in jurisdictions other than Bangladesh. Reading this page, using a link or contacting TRW does not establish a professional engagement. Do not send confidential, privileged, personal, commercially sensitive or time-critical information through an initial contact route. Any engagement would be subject to conflicts review and mutually agreed terms. No approval, response time, regulatory position or commercial consequence is promised or implied.
Publication candidate only. Before release, the cited primary materials, forms, authority allocation, distribution-licensee position, project records and internal routes should be refreshed. A Bangladesh-qualified reviewer and an appropriate technical and safety reviewer should confirm any statement that could be read as applying to a particular asset or site. This page intentionally does not state a BESS-wide approval pathway, a current tariff, a technical-compliance conclusion or an environmental-clearance conclusion.
