Name amendments can reach well beyond an Act’s title. The 2025 Certain University Laws Ordinance repeatedly provided for replacement wording in the legal and administrative materials made under the affected Acts. This historical analysis focuses on that transition mechanism, not on the current legal position.

The transition clauses in the 2025 text

For each named university Act, the 2025 Ordinance included a second subsection addressing the materials made or issued under that Act. The official wording encompasses rules, statutes, regulations, ordinances, provisions or other legal documents; orders, notifications and gazette notifications; and executed documents. In those materials, the former name was to be replaced by the substituted name with necessary adaptation. The scope is broad, but its operation is still tied to the particular statutory language and context.

Why the phrase “with necessary adaptation” matters

The text does not describe a document-redesign programme. It uses a legal transition formulation: the substitute name is applied with necessary adaptation. In a historic document review, that phrase is a reminder to retain the original instrument, identify the underlying university Act and examine the context in which the name appears. A reference in a signed instrument, notice or subordinate rule may need to be understood as part of its date and legal setting rather than reduced to a simple search-and-replace exercise.

A tailored example within the set

The Aviation and Aerospace University provision shows why individual sections matter. It states a broad name substitution other than in section 73 of its underlying Act, and it separately changes a maritime-university name reference in section 28(1)(d). That provision cannot safely be replaced by a general statement that all historic references change in exactly the same way. The source must be read section by section.
