Questions to consider before a
PPP decision
A PPP interface may require the public purpose, private responsibilities, contractual structure and long-term governance to be considered together. The following questions are general information only and may assist initial, non-confidential scoping.
Is this a PPP-interface question?
Where an arrangement may deliver public infrastructure or a public service through a long-term public-private contractual relationship, the relevant question may extend beyond the asset itself. The public objective, private responsibilities, consideration and risk allocation may need to be viewed as one framework. This is not an investment, tender, construction, energy, property or financing recommendation.Is the public-side decision map sufficiently clear?
The relevant authority, line ministry or implementing-body roles, project decisions and accountability routes may need to be identified at the appropriate level. The PPP Authority publicly describes a programme role across project development, tendering, negotiation and monitoring, but actual roles may differ under current approvals and project documents. This does not imply influence, endorsement or a route to approval.Can the PPP framework accommodate change over time?
A long-term arrangement may need a clear approach to performance, public decisions, changing conditions, escalation, continuity and handback. Institutional PPP materials identify these as possible contract topics, subject to current verification. The following are examples of questions that may arise at the infrastructure-project and PPP interface. They are confined to PPP-level structuring, governance and lifecycle considerations; adjacent issues may require separate scoping.
PPP fit and scope framing
A proposed public infrastructure or service arrangement may require consideration of the intended public function, duration, accountability and commercial perimeter before its PPP characteristics can be assessed. This does not extend to an investment, financing, construction or procurement recommendation.Public-interface and decision mapping
Relevant public counterparties, responsibilities, approval points, information flows and governance interfaces may need to be mapped against the project’s current framework. This does not involve lobbying, a regulator-relationship assertion or any promise of approval.PPP agreement architecture

Bangladesh’s PPP framework is publicly described as resting on the PPP Act 2015 and related guidance. Institutional materials describe a PPP as a contractual arrangement for public work or services in which a private partner undertakes responsibilities in return for forms of consideration and assumes risk under the arrangement. The applicable framework, amendments, official materials, approvals and project documentation should be checked for the project at hand. The official 2023 amendment accessed for this research is in Bangla; current official Bangla text and any applicable later instruments should be verified before reliance.
PPP project list refreshed in August 2026
The PPP Authority’s public project page states that it was last updated on 19 August 2026 and groups listed CCEA/LM-approved projects by sector and stage.
