Import and export licensing in Bangladesh: a 2026 guide to IRC, ERC, banking, customs, product controls and practical compliance.
Trade licensing: a 2026 operating framework
Import and export activity works best when registration, banking, customs, product controls and documentary discipline are sequenced as one operating system.

Import and export licensing in Bangladesh is a regulatory sequence, not a single permit. A business should establish its trade-registration and tax position, classify the goods correctly, clear any product-specific controls, align its bank paperwork and then make an accurate customs declaration. Treating an Import Registration Certificate or Export Registration Certificate as the whole answer is a common and costly mistake.
For an importer, the first practical question is whether the proposed goods are freely importable, conditional or prohibited under the current policy order. For an exporter, the central questions are whether the goods are permitted, whether destination-market certificates are needed, and whether the payment structure can support timely receipt of proceeds. These checks should happen before a purchase order, sales contract, letter of credit or shipment date is locked in.
This Insight addresses Bangladesh law and official practice as of 19 October 2026. It is designed for in-house teams, founders, overseas suppliers, buyers and investors planning a commercial trading operation. It does not replace a product-by-product review: the eight-digit HS code, technical specification, origin, use, transaction terms and the latest government notices can all change the result.

The Practical Licensing Stack
Bangladesh’s trade framework is administered by more than one institution. The Ministry of Commerce publishes the current Import Policy Order 2026–2029, as amended, and the Export Policy 2024–2027. Those policy instruments set the commercial policy baseline, including prohibited and conditional goods; they are not static background reading. The Ministry’s policy page lists the amended Import Policy Order dated 30 September 2026 and the English Export Policy 2024–2027, so a transaction team should check the current instrument rather than rely on an old checklist. [1]
The Office of the Chief Controller of Imports and Exports, commonly called CCI&E, is the central registration body. Its Online Licensing Module is the official digital channel for IRC and ERC services. The portal currently says that an IRC/ERC renewal application should be made at least 60 days before expiry to avoid penalty, permits renewal for a whole period from one to five years, and requires an up-to-date income-tax certificate or return slip in the renewal process. [2]
The National Board of Revenue operates the tax and customs side of the system. A Business Identification Number, or BIN, is a VAT registration identity. NBR’s own VAT guide states that a business needs VAT registration and a BIN to continue normal operations including banking, export and import. [3] Customs then examines the declaration, classification, origin, value, permits, taxes and release formalities.
Bangladesh Bank and authorised dealer banks, often called AD banks, are the payment and foreign-exchange gateway. They do not simply process a payment after the commercial deal is complete. The bank obtains the underlying trade documents, provides required import information to Bangladesh Bank’s monitoring system, applies due diligence, and checks payment and customs documentation against the permitted transaction. [4]
Finally, the product may bring in a sector regulator. A compulsory standard, a plant-quarantine import permit, a DGDA approval, or a communications approval can matter just as much as an IRC. The correct question is therefore not “Do we have a licence?” but “What registrations, documentary conditions and approvals attach to this specific goods flow?”
Start With The Product And HS Code
Classification Is The First Control Point
The current Import Policy Order requires the use of the eight-digit HS code appearing in the First Schedule to the Customs Act 2023. It says that code must be stated on the letter of credit, bill of lading, pro forma invoice and commercial invoice. [5] That makes classification a legal and operational control, not a duty-saving exercise delegated entirely to a clearing agent.
Before committing to a supplier, prepare a short product file for each SKU or family of goods. It should identify the technical description and composition, the proposed eight-digit HS code, product origin, intended use, packaging, labels and any radio, food, pharmaceutical, plant, environmental or safety features. Compare that file against the current Import Policy Order, tariff, relevant statutory orders and the applicable regulator’s published requirements.
The official FY 2026–27 Customs Tariff is organised by HS code and shows columns for customs duty, supplementary duty, VAT, advance income tax, regulatory duty, advance tax and total tax incidence. [6] Rates and taxes are product-specific. Do not price an import by applying one headline duty rate across a product range, and do not treat a prior shipment’s assessment as a binding classification decision for a redesigned or differently packaged product.
Prohibited, Conditional And Freely Importable Goods
A product may be prohibited, conditional or subject to a separate permit. The amended Import Policy Order expressly contemplates that prohibited and restricted goods may be imported only subject to the relevant conditions and Ministry of Commerce approval, while conditional goods must meet their stated conditions. [5] That language is not a substitute for reading the relevant list, condition and any later notification.
The same point applies on export. The Export Policy says that goods in its prohibited list may not be exported unless otherwise specified, and that conditional exports may proceed only in compliance with the applicable conditions. [7] A commercial buyer’s willingness to purchase cannot cure a Bangladesh export control issue.
For complex goods, a technical classification note should be approved internally before the contract is signed. It should record why the code was selected, who reviewed it and what evidence supports the description. This discipline helps the business make consistent declarations to its bank, customs broker, insurer and customer.
Importer Set-Up: IRC, BIN And Banking
The IRC And Corporate Trade Identity
For most private-sector commercial activity, an active Import Registration Certificate is part of the importer’s regulatory identity. The 2026 Import Policy Order refers to a renewed IRC for the financial year among the documents a private importer must submit to its nominated bank, while its own listed institutional exceptions must be considered separately. [5] CCI&E also publishes registration and renewal information, including a current list of required-document notices and checklists. [8]
The operational lesson is simple: obtain the certificate through the official system and make sure the legal entity, address, ownership details and business activity are consistent across the IRC, trade licence, tax records, bank KYC, commercial contracts and customs documents. A change in address, company status or registration details should trigger a review of every linked record, not just the certificate in isolation.
Do not assume that one registration settles whether a particular import is permitted, whether an industrial or commercial arrangement is appropriate, or whether a concession or special procedure is available. Those questions depend on the current policy order, tariff, customs regime and the facts of the goods flow.
BIN, Tax And VAT Position
The BIN is separate from the IRC. NBR’s VAT guidance makes clear that BIN registration supports normal banking and import/export operations. [3] A business should confirm early that its VAT registration, tax identification, invoicing and filing arrangements match the entity that will be named as importer of record. This avoids a late mismatch between the commercial invoice, bank records, customs declaration and tax registration.
The fact that a registration may be available online does not make its evidence optional. Keep the current registration certificate and core corporate and tax documents in a controlled electronic file, together with clear responsibility for renewals and official notices.
Bank Process: Do Not Use Old LCAF Workflows
Bangladesh Bank phased out LCAF registration in 2022. Its FE Circular No. 29 says that, before opening a letter of credit or initiating a permissible import, ADs should obtain underlying indents, pro forma invoices, purchase or sales contracts; they must provide primary import information to Bangladesh Bank’s online import monitoring system. It also says the relative payment must not exceed the relevant LC or other underlying arrangement. [4]
This matters because legacy trade manuals often describe LCAF registration as if it remains the central bank process. It does not. The correct 2026 working approach is to engage the nominated AD bank early, submit the actual commercial documents, agree its document checklist and have it confirm the permitted payment structure for the transaction. An import without an LC can be possible in permitted circumstances, but it should be treated as a bank-and-policy question rather than an informal commercial workaround.

Import Transaction And Customs Clearance
Build The Document File Before Shipment
The amended Import Policy Order identifies a core set of evidence for bank processing: the importer’s signed LC application or online form; an indent, pro forma invoice or signed purchase/sales contract as applicable; invoice, packing list and transport document; any required regulator no-objection certificate; insurance cover note; and, for the relevant private importer, a renewed IRC. [5] The exact file will expand or contract with the goods and payment structure.
A commercially useful pre-shipment file normally also includes product specifications, the classification rationale, country-of-origin evidence, supplier identity checks, inspection or test certificates where required, insurance terms and a clear reconciliation to the contract. If a clearance or regulator approval is needed, make it a pre-shipment condition in the purchase contract. Cargo that arrives before the approval is secured can create storage, demurrage and compliance risk without solving the underlying eligibility issue.
Customs Declaration And Release
The Customs Act 2023 puts responsibility on the declarant. It requires a declaration to include classification, country of origin, customs value, quantity and a proper description, and it requires the importer to provide documents and information needed for correct assessment and release. [9] The importer/exporter or the person on whose behalf the declaration is made is responsible for the accuracy and completeness of declared information, the integrity of supporting documents, relevant payments and other obligations. [9]
Using a customs agent may be commercially sensible, but it does not transfer the business’s need to control its data. The importer should approve the key facts before submission: HS code, tariff treatment, origin, transaction value, Incoterms, freight and insurance elements, permits and quantities.
For home-consumption release, the Act requires payment of customs duties, taxes and other charges, or a permitted guarantee, as well as completion of the declaration and release formalities. [10] An electronic customs declaration is automatically registered once submitted in the electronic system, and the Act permits a pre-arrival declaration where goods are expected within 30 days. [9] These statutory rules support early document preparation; they do not remove the need to satisfy product-specific conditions.
Valuation Evidence Is A Commercial Asset
Customs value is not an afterthought. Maintain the commercial record that explains the agreed price: signed contract, purchase order, supplier quotation, pro forma and final invoice, payment trail, freight and insurance records, product catalogue and any explanation for discounts, commissions or related-party pricing. The right record will depend on the transaction, but it should be contemporaneous and internally consistent.
The Customs Act also gives customs officers power to audit and examine records related to transactions and record-keeping. [11] Businesses should therefore preserve an indexed shipment file that allows them to trace a declaration from the contract through bank documents, customs release and delivery. There is no benefit in retaining thousands of unstructured attachments if the team cannot produce the relevant evidence promptly.
When Product Controls Apply
Standards, Plants, Health And Medical Products
An IRC or ERC does not displace product regulation. BSTI publishes a list of products compulsory under import policy; check the current list and the particular standard before shipping a potentially covered product. [12] The result may depend on the product description and the form in which it is imported, so a label or packaging change can matter.
Plant and plant-product shipments require particular care. The Department of Agricultural Extension’s Plant Quarantine Wing operates a certificate portal that recognises import permits, phytosanitary certificates and release orders. [13] Where plant-quarantine controls are engaged, build the permit and certificate sequence into the supply schedule and make sure the foreign supplier can obtain documentation in the required form.
For pharmaceuticals, active ingredients, related materials and certain health or medical goods, the Import Policy Order identifies approval by the Directorate General of Drug Administration as relevant to importability in the applicable circumstances. [5] DGDA also maintains published lists of registered imported medical devices, including 2026 materials. [14] An importer should verify the current DGDA route for the precise product and importer rather than infer clearance from a similar item, a supplier statement or a historic registration.
Food imports can also carry documentary conditions. The current policy order includes product-specific provisions requiring, in stated cases, competent-authority certificates relating to food safety or fitness for human consumption. [5] Destination-country rules and Bangladesh import conditions should be checked as separate workstreams; one does not prove compliance with the other.
Telecom And Specialist Equipment
Radio, telecommunications and other controlled apparatus should be escalated before procurement. BTRC’s sectoral licensing guidance illustrates the point: in the regulated satellite-operator context, only Commission-approved equipment models or types may be used, and a licensee needs prior permission before importing or purchasing relevant telecommunications/radio apparatus for its network. [15]
That does not mean every electronic product is governed by the same rule. It means technical goods must be reviewed against the right BTRC instrument and use case. Do not generalise from a phone, router, radio, satellite, industrial sensor or network installation to another category without checking the current regulator requirement.

Export Set-Up, Shipping And Payment
ERC And Export Eligibility
The Export Policy’s first listed step for becoming an exporter is to obtain an Export Registration Certificate from CCI&E. [7] The ERC should be kept current through the official licensing process, alongside the exporter’s tax, BIN, bank and corporate records.
Before accepting an order, confirm the goods are exportable under the current Export Policy and any product law. The Policy describes prohibited and conditional export categories, and its export-process steps call for necessary pre-shipment, health, sanitary, phytosanitary, quarantine, veterinary or radiation certificates when demanded by the buyer or importing country. It also calls for country-of-origin and rules-of-origin certificates where preferential tariff benefits are sought. [7]
A certificate of origin is therefore not a generic shipping ornament. It is a trade-preference or destination-market document whose origin criteria must be supported by the exporter’s records. The Export Promotion Bureau has published notice of online preferential Certificate of Origin submission through the Bangladesh National Single Window. [16] Confirm the issuing route, applicable agreement, evidence and destination requirement before promising a preferential rate to a buyer.
EXP Forms And Proceeds
Bangladesh Bank’s Guidelines for Foreign Exchange Transactions require an exporter to have EXP forms certified by an AD before lodging them with Customs or postal authorities. The Guidelines state that EXP forms may be generated through the Online Export Monitoring System, and that the AD must be satisfied about arrangements to realise export proceeds within the prescribed period, among other matters. [17]
In practical terms, speak to the AD bank before shipment rather than after documents have been issued. The bank needs the sales contract or LC, exporter information and shipping structure to complete its compliance process. Align the commercial contract’s payment, document and delivery terms with the bank route that will actually be used.
A Bangladesh Bank master circular issued in July 2026 refers to the statutory period of 120 days from shipment for repatriation of export proceeds, or an extended period permitted by Bangladesh Bank, when setting Export Development Fund eligibility. [18] That is a serious compliance reference point, but it should not be used as a substitute for a transaction-specific confirmation from the AD bank. The product, export structure, applicable circulars and any extension can affect the operational position.
Customs Export And Evidence
The export file should connect the ERC, buyer contract or LC, EXP record, commercial invoice, packing list, transport document, customs export declaration and any origin or sector certificates. The government’s exporter procedure guide describes the usual document set, including EXP form, certificate of origin, health/sanitary/phytosanitary certificates when required, shipping bill, transport document and insurance. [19]
Match the goods description, value, quantity, HS code and origin statements throughout the set. A mismatch creates more than a clerical problem: it can affect banking, customs, preference claims and the business’s ability to evidence what was shipped and paid for.
Controls, Records And Commercial Risk
Assign Ownership Across The Business
A defensible trade operation has clear owners. Procurement owns the technical product file and supplier commitments. Finance owns payment approval and bank coordination. Logistics controls shipment timing and document collection. Compliance or legal reviews restrictions, permits and key classifications. Management decides whether a commercial opportunity is worth a condition, lead time or regulatory risk.
The customs broker and freight forwarder should receive approved inputs, not decide the core compliance position in a vacuum. Their draft declaration should be checked against the product file and commercial documents before lodgement. Where a broker raises a query, record the answer and retain the technical or legal basis for it.
Monitor Change, Not Just Renewal Dates
A trade calendar should track IRC/ERC renewal, BIN and tax compliance, sector permits, certificates, bank documentation deadlines and product-file reviews. It should also watch Ministry of Commerce policy changes, Customs tariff and statutory orders, Bangladesh Bank circulars and regulator notices. The Ministry of Commerce’s current publication of an amended Import Policy Order in 2026 is a useful reminder that the baseline itself can change. [1]
The best time to correct a classification, approval or document issue is before goods are produced or booked. After arrival, the business may face delay, changing costs, banking exceptions and difficult conversations with suppliers or customers. A modest gatekeeping process at quotation and purchase-order stage is usually more valuable than a long post-clearance checklist.

A Practical Pre-Shipment Review
Use this focused review before each new goods line, new supplier, first shipment after a policy change or unusual payment structure:
- Confirm the goods. Record specifications, composition, function, origin, labels, packaging and proposed eight-digit HS code.
- Check import or export eligibility. Review the current policy order or export policy, including prohibited and conditional lists and any temporary notice.
- Identify registrations. Confirm the importing or exporting entity holds the current IRC or ERC as applicable, plus BIN, tax and bank records that match the trade documents.
- Clear sector controls. Test for BSTI, plant quarantine, DGDA, BTRC or other product-specific requirements before dispatch.
- Align the bank file. Give the AD bank the underlying contract, pro forma or indent early, and confirm the permitted payment or EXP route.
- Reconcile the shipping file. Ensure invoice, packing list, transport document, permits, origin evidence, declaration inputs and payment terms tell the same factual story.
- Retain decision evidence. Save the classification analysis, approvals, correspondence and final clearance or export records in a searchable transaction file.

Frequently Asked Questions
Do I Need An Import Licence For Every Product?
There is no safe universal yes-or-no answer. An importer normally needs the appropriate trade-registration and tax/banking set-up, but the current Import Policy Order and product-specific law determine whether the particular goods are freely importable, conditional, restricted or prohibited. Start with the eight-digit HS code and technical product facts. [5]
Is An IRC Enough To Import Any Goods?
Is LCAF Registration Still Required?
Bangladesh Bank states that LCAF registration was phased out. AD banks instead obtain underlying commercial documents and provide primary import information to the online import monitoring system, while continuing their due diligence and compliance checks. [4]
Is A BIN Needed For Import And Export Operations?
NBR’s VAT compliance guide states that a business needs VAT registration and a BIN to continue normal business operations including banking, export and import. The registered entity and BIN details should match the trade and bank documents. [3]
Must Every Exporter Hold An ERC?
The Export Policy identifies obtaining an ERC from CCI&E as the first step in the export process. Particular exports may also need sector certificates, destination-market evidence or special approvals. [7]
When Must An EXP Form Be Arranged?
The exporter should arrange certification with its AD bank before lodging the EXP forms with Customs or postal authorities. Bangladesh Bank’s Guidelines allow forms to be generated through the Online Export Monitoring System. [17]
How Long Do Export Proceeds Have To Be Repatriated?
A July 2026 Bangladesh Bank circular refers to a statutory 120-day period from shipment, with the possibility of a period extended by Bangladesh Bank, in the context of EDF eligibility. Confirm the current transaction-specific position and any extension process with the AD bank before shipment. [18]
Do I Always Need A Certificate Of Origin?
Can A Clearing Agent Take Responsibility For A Wrong Declaration?
The Customs Act allocates responsibility to the declarant and, where an agent submits a declaration, gives the agent responsibility for specified declaration and document obligations. The importer should still govern the data supplied to the agent and retain evidence for the declared classification, value, origin and permits. [9]
How Should I Check A Plant-Product Import Permit?
The DAE Plant Quarantine Wing’s official certificate service provides checks for import permits, phytosanitary certificates and release orders. Use the official process and verify the permit is appropriate to the actual commodity and consignment. [13]
