A proposed mineral project should not be treated as a single lease or land transaction. The applicable route may depend on the material, the activity, the location, the project vehicle and the conditions attached to relevant approvals. Early legal framing can help align the project timetable, technical inputs and commercial documents without assuming that a particular route or outcome will apply.

Classify the activity and material

Clarify whether the proposal concerns exploration, mining, quarrying, mineral sand or ordinary sand and soil before an application pathway or timetable is assumed.
