What Bangladesh PPP framework may be relevant to a project-finance enquiry?
As of the research date, the Bangladesh Public-Private Partnership Act, 2015 provides a legal framework for PPPs and establishes the PPP Authority. Where relevant, the 2018 Procurement Guidelines set out identification, development, bidding, and approval-and-award phases for selecting a private partner under the Act. Not every infrastructure project is a PPP, and this page is not procurement advice.
Why should foreign currency, guarantees or external borrowing be identified early?
As of 2 September 2026, Bangladesh Bank’s consolidated circular concerns foreign-exchange regulations for loans, overdrafts, guarantees and external borrowings, and includes borrowing abroad by residents. The application of those materials depends on current directions and transaction-specific facts; this page does not state an approval result, reporting requirement or permission.
Can an infrastructure financing use debt securities, Sukuk or asset-backed securities?
BSEC states that the Debt Securities Rules, 2021 apply to debt securities, Islamic Shari’ah-based securities including Sukuk, and asset-backed securities within the listed private-offer or public-issue and offer routes. This does not state that an instrument qualifies, is permitted, is appropriate or will obtain consent.
