Are land-use clearance and construction permission the same thing?

Does a foreign or joint-venture project registration remove local planning questions?
The Invest Bangladesh Authority publishes a separate foreign and joint-venture project-registration service. Its public information does not state that an investment-facing process replaces a location-specific planning, land-use or project-approval question. The potentially separate streams should remain distinct until the applicable facts and public authority requirements are confirmed.
